Carl M. Metzger is Ankeny’s City Manager. He was appointed by the City Council in March 1985. Metzger’s public administration career includes serving as city manager in three Kansas communities from 1975 to 1985. The City Manager ensures that the policy direction set by the City Council is implemented and that the City’s delivery of public services is provided in an efficient and cost-effective manner. The Manager is hired by and accountable to the City Council to oversee the day-to-day operations of the city. Among the manager’s duties:
- Carrying out council policies and goals
- The delivery of city services effectively and efficiently
- Preparing and monitoring the annual budget
- Directing day-to-day operations of the city
- Attending City Council meetings
- Recommending policies/programs to the City Council
- Hiring and firing personnel
- Keeping the City Council fully advised of the financial and other conditions of the city
- Supplying the City Council with information to aid decision making
- Serving as the city representative in various arenas
The city manager is assisted by Assistant City Managers Richard D. Ash and James H. Spradling.

Richard D. Ash is responsible for community services, leisure services and all enterprise operations, as well as all capital project oversight. He has a Bachelors of General Studies with emphasis in Economics and Accounting, and a Masters in Public Administration from the University of Nebraska, Omaha, Nebraska. James H. Spradling, is responsible for public safety services and administrative services, and administers all organizational development within the organization, including employee development and training, policies and procedures, and special projects. He has a B.A. in Political Science, and a M.A. in Public Administration from the University of Iowa, Iowa City, Iowa. Matt McQuillen, Assistant to the City Manager, performs research and grant writing assistance to city management. He evaluates city policies and practices to garner improved effectiveness and efficiencies of city service delivery. He is also a member of the City's budget team. He has a B.A. in Political Science, and a M.A. in Public Administration from Iowa State University, Ames, Iowa.
